In 2020, both major U.S. campaigns employed data science teams to guide spending and messaging. The Republican National Committee (RNC) reportedly boasted of maintaining over 3,000 datapoints on every voter in America. These data fueled sophisticated voter scoring models (for likelihood to support, persuadability, turnout probability, etc.) and automated decision systems for ad targeting. By analyzing patterns, AI can reveal micro-clusters of voters who might respond to a very specific appeal – for instance, suburban homeowners concerned about local school safety, or young urban renters passionate about climate policy. Campaign strategists then deploy programmatic advertising to deliver customized messages to those niche audiences.
One defining feature of this new approach is the iterative, real-time adaptation of strategy. Digital campaigns now resemble a continuous experiment: they test thousands of ad variations, monitor how different subsets of voters react, and let algorithms boost the effective ads while culling the duds. This feedback loop, powered by AI, means a campaign can pivot messaging on the fly. Indeed, campaign insiders from 2024 describe AI as “the secret sauce… driving everything from real-time sentiment analysis to personalized ad blasts”. If a particular message isn’t resonating, AI systems can diagnose why – perhaps the wording fails to spark the desired emotion in a key demographic – and suggest adjustments or new angles. These appeals are not new to politics, but what is new is the precision with which they can be deployed to individuals under the radar of the broader public.
A stark example emerged from the 2016 Trump campaign’s use of “dark” Facebook ads aimed at dissuading specific communities from voting. Internal data revealed that Trump’s digital team, aided by Cambridge Analytica, segmented voters into categories including one labeled “Deterrence” – disproportionately composed of Black Americans. Approximately 3.5 million Black voters in swing states were placed in this category and targeted with negative ads about Hillary Clinton, with the goal of suppressing turnout. These “identity anchoring” efforts exploited racial identity: for instance, some ads highlighted Clinton’s 1990s remarks about “super-predators,” seeking to alienate Black voters by suggesting she lacked empathy for their community. Because the ads were microtargeted on Facebook, they were invisible to other audiences and journalists, avoiding public scrutiny or rebuttal. This tactic exemplifies how data-driven identity targeting can be used not only to mobilize but also to demobilize voters by capitalizing on group-specific grievances or fears.
Campaigns also use identity cues positively to anchor support. A candidate might appear in ads alongside symbols or figures that resonate with a particular identity group – for example, featuring military veterans in outreach to military families, or using church backdrops and biblical references in content for religious conservatives. Digital data helps identify who should receive which version of these tailored appeals. During the 2020 election, analysts observed that Donald Trump’s campaign produced an enormous array of Facebook ads, many aimed at narrow slices of the electorate defined by combinations of traits. In the final month before the 2020 vote, Trump’s team ran more than twice as many distinct Facebook ads as the Biden campaign, and Trump’s ads were far more likely to be seen by extremely small audiences (suggesting fine-grained microtargeting). Biden’s ads, in contrast, more often targeted broader audience groups by comparison. The Trump campaign’s strategy indicates a heavy reliance on identity and interest segmentation – delivering specific messages to tightly defined groups (for instance, Cuban-American voters in Florida received different content than rural farmers in the Midwest, and so on).

AI-powered sentiment analysis can classify posts and comments as positive, negative, angry, joyful, etc., providing campaigns with a rolling barometer of voter mood. For example, if a particular attack line in a debate generates a surge of angry reactions from a key demographic, the campaign can pick that up within hours and adjust its strategy – perhaps doubling down if the anger is against the opponent, or backtracking if the anger is directed at their own candidate. By tracking not just what voters are saying but how they feel, campaigns attempt to surf the emotional currents of the electorate.
Campaigns also increasingly experiment with biometric and psychophysiological measures to understand emotional reactions. In one study ahead of the 2020 election, researchers used a combination of eye-tracking, facial expression analysis, and galvanic skin response sensors to detect voters’ subconscious feelings about various presidential candidates. The use of facial recognition and AI-generated media is an emerging frontier. One controversial study claimed that machine learning could infer a person’s political ideology from a facial photograph with some accuracy – a highly debated finding that raised alarms about AI-driven profiling. More concretely, the 2024 election cycle has seen AI being used to generate emotional political content. A striking instance was the Republican National Committee’s release of a fully AI-generated attack ad in April 2023, immediately after President Biden announced his re-election bid. The video depicted a series of imagined, dystopian scenarios (from international crises to domestic chaos) that would supposedly occur if Biden won – complete with fake but realistic images of news scenes and even a computer-generated President Biden and Vice President Harris celebrating election night. The RNC confirmed it was “100% AI”-generated content, essentially a political “deepfake” designed to provoke fear about a second Biden term. Experts noted that 2024 is poised to be the first U.S. election where such AI-created images and videos flood the infosphere, potentially indistinguishable from real footage. This raises the emotional stakes: synthetic media can be crafted to be highly visceral (for example, scenes of violence or disaster that never actually occurred), amplifying emotional impact on voters while also muddying the waters of reality.
Emotional microtargeting walks a fine line between persuasion and manipulation. Campaigns have always used emotional rhetoric, but when big data allows messages to be tailored to an individual’s psychological state, it enters new territory. An ad that reaches a voter is no longer just about a candidate’s merits – it might be calibrated to exploit a particular anxiety or anger that voter harbors, as inferred from their online behavior. Such tactics can be effective in the short term (driving voters toward or away from choices), but as discussed next, they carry serious implications for the health of the democratic process.
Implications: Democratic Accountability, Transparency, and Polarization
The deployment of behavioral data and identity-focused campaigning at scale raises pressing questions for democracy. One major concern is democratic accountability. In a traditional campaign, candidates make broadly visible promises and statements that can be debated in the open. If campaigns instead tailor different messages to every micro-segment, accountability suffers: it becomes difficult for voters or the media to pin down what the candidate really stands for when “political parties can say different, possibly contradictory things to different people,” as one watchdog report noted. Voters may each be hearing a customized narrative designed for them, but no one is hearing the full narrative. This individualized targeting undermines the essential democratic function of a public sphere where claims and policies are aired and challenged. It also means a campaign might avoid being held responsible for misleading or false claims – if those claims only reach small receptive audiences, fact-checkers and opponents might never even notice them.
Transparency in political messaging has become harder to achieve under these conditions. Social media platforms have introduced ad libraries and disclaimers to improve transparency after the scandals of 2016, but these measures are limited. For instance, Facebook’s ad archive allows one to see what ads a campaign is running, but it often does not reveal who those ads target or the full range of micro-variants being shown. In 2016, the Trump campaign infamously ran 50–60 thousand variants of ads per day on Facebook, testing and tweaking messages continually. With such volume and personalization, it was practically impossible for the public or regulators to keep track. As a result, there was “no… debate” about many of Trump’s most influential digital ads before Election Day, precisely because no one outside the micro-targeted groups knew they existed. This opacity can be exploited for malicious ends – for example, spreading inflammatory or false information to susceptible groups (so-called “fake news” or conspiracies) without accountability.
The hyper-personalization of appeals also contributes to polarization and societal fragmentation. When each voter is enveloped in messaging that resonates with their existing biases or fears, it can create echo chambers that reinforce those worldviews. Individuals may only see political content that they already agree with or that plays into their specific anxieties, which deepens divisions and decreases shared understanding across partisan or social lines. Moreover, microtargeting can even radicalize by sending ever more extreme messages to those deemed receptive. In a liberal democracy, the ideal is that citizens freely and independently choose their leaders based on reasons and authentic preferences. If campaign communications become a barrage of personalized nudges and psy-ops that voters are not even fully aware of, can we still say election outcomes reflect the genuine will of the people? Critics argue that at a minimum, these developments demand new safeguards to ensure elections remain fair and voters’ minds are not turned into mere pawns of data-driven propaganda.
Case Studies: Data-Driven Strategies in Recent U.S. Elections
2016 – Psychographics and Personalization Take Center Stage: The 2016 U.S. presidential race was a watershed for data-driven campaigning. Donald Trump’s campaign, despite a shoestring traditional operation, invested heavily in Facebook advertising and data analytics through firms like Cambridge Analytica. Cambridge Analytica aggregated tens of millions of Facebook users’ data (without consent) and built psychometric models, rating voters on personality dimensions (openness, conscientiousness, etc.). Using this, they crafted tailored messages designed to hit psychological sweet spots – a practice they touted as a game-changer in political marketing. On the opposing side, the Clinton campaign also used data extensively (the Democrats had pioneered analytics in Obama’s 2008 and 2012 campaigns), but 2016 revealed the dark side of microtargeting. Beyond normal positive persuasion, Trump’s team reportedly used data to suppress votes. The “Deterrence” strategy to keep Black voters home (discussed earlier) was one such example, with bespoke negative content sent to African Americans. The Trump campaign built a “digital juggernaut” that continued its microtargeting-heavy approach from 2016. As noted, the RNC claimed thousands of data points per voter and created a massive volume of tailored ads. An analysis of Facebook ads in October 2020 found Trump’s team far outpaced Biden’s in narrowcast ads to tiny audiences. These likely included content appealing to specific identity groups with niche issues (e.g., Second Amendment rights for gun owners, anti-abortion messages for evangelical Christians, anti-socialism warnings for Cuban Americans in Florida, etc.). Meanwhile, Joe Biden’s campaign, flush with funding, also used data modeling (for voter turnout targeting, for instance) and social media outreach, but leaned relatively more on broad-reach messaging about unity and character. Interestingly, external circumstances forced adaptations: the COVID-19 pandemic limited traditional canvassing and rallies, making digital outreach even more crucial in 2020. Campaigns experimented with new tools like campaign mobile apps to engage supporters (both Trump and Biden had apps to gather grassroots data). Social media platforms, under scrutiny post-2016, also adjusted their policies – Twitter banned political ads entirely in late 2019, and Google imposed some limits on microtargeting (like not targeting political ads based on sensitive categories such as race or precise geolocation). 2024 – The AI Election?: The 2024 presidential cycle, underway at the time of writing, is testing the next frontier of campaign tech. With former President Trump again a leading candidate and President Biden (or other Democrats) on the other side, the data-driven tactics of previous years have only accelerated. Generative AI tools have entered the toolbox: beyond the RNC’s fully AI-generated ad depicting a Biden dystopia, there are reports of campaigns using AI to create deepfake images and voices of opponents to circulate negative messages (for example, fake audio clips mimicking a candidate). Social media platforms now face an onslaught of AI content – raising challenges for fact-checking and platform policies about manipulated media. Campaigns are also using AI in less visible ways: automating the analysis of voter sentiment at scale, auto-generating personalized fundraising emails and texts, and perhaps even deploying chatbots to engage voters in persuasive conversations online. The “ground game” of 2024 still involves human field organizers and volunteers, but their efforts are increasingly guided by predictive algorithms telling them which doors to knock and which message to deliver at each door. As of the 2024 cycle, there’s also a heightened awareness among voters and regulators about these practices. Some states have proposed or enacted new transparency laws (e.g., requiring disclosure of AI-generated content in political ads, or expanding requirements for campaigns to report their digital targeting activities). Whether 2024 will produce any norms or effective oversight for this brave new world remains to be seen. What is clear is that the conception of a voter in 2024 is far from the mass-media era notion of a faceless member of a demographic bloc. Rather, each voter is viewed as a unique bundle of data signals – an individual puzzle to solve – with campaigns using every technological means to sway that person’s behavior without tipping them off that their psyche is being targeted.
Policy Recommendations and Voter Protection
The evolving landscape of behavioral microtargeting calls for a robust policy response to protect the integrity of elections and voters’ rights. Policymakers, scholars, and civil society groups have begun to outline possible safeguards. Here we distill some key recommendations:
Strengthen Transparency of Political Ads: Require comprehensive disclosure of digital campaign ads and targeting. Platforms and campaigns should be mandated to publicly archive all variants of political ads, including information on whom each ad was targeted at. This would allow journalists and watchdogs to monitor what messages are being sent to which groups. Existing ad libraries must be improved (for example, including targeting criteria and reach). Transparency is crucial so that false or incendiary micro-messages can be exposed to sunlight and rebutted.
Limit Microtargeting of Small Groups: There is a growing call to ban highly granular microtargeting in political advertising. Several advocacy groups argue that online political ads should be visible to broad audiences, not secretly delivered to tiny segments. One policy approach is to allow targeting only on a few broad parameters (like region or age range) but prohibit using sensitive personal data (like race, health, or inferred psychology) for ad targeting. This would reduce the creation of echo chambers and prevent campaigns from engaging in voter suppression tactics that selectively target vulnerable groups. As Global Witness found, a large majority of Americans would support such limits on microtargeting to keep the playing field fair.
Data Privacy and Voter Data Protections: Current U.S. laws impose few limits on how campaigns collect and use personal data. New regulations could set limits on the types and amount of data that political campaigns (and data brokers working with them) can gather. For instance, campaigns might be barred from using certain highly sensitive data (such as personal health or genetic data) or from buying data on voters’ consumer behavior without consent. A bold proposal is to treat political data like health data – requiring affirmative opt-in consent from individuals before their personal information can be used for political persuasion. This would shift power back to voters to decide if they want to be microtargeted at all.
Prohibit Manipulative Techniques: Some experts suggest identifying and banning the most egregious “psycho-manipulative” tactics. For example, techniques that intentionally prey on cognitive biases or fears in a way designed to mislead (such as deepfakes, or ads crafted to trigger panic based on falsehoods) could be deemed an unfair election practice. Legal scholars have noted that while free speech is paramount, not all forms of “digital market manipulation” need to be protected, especially when they undermine autonomous choice. Defining the line is tricky, but concepts from consumer protection might be borrowed: just as fraud and deceptive advertising are illegal in commerce, analogous standards could apply to political marketing. One framework distinguishes permissible persuasion from illicit manipulation by whether the tactic aims to inform vs. to exploit unconscious biases. Using that lens, regulators could ban campaign uses of technologies like undisclosed emotional facial recognition or deepfake-driven disinformation.
